Matthew Davey — Chief Executive Officer and Director
Mr. Davey has over 25 years of experience within the digital media, sports, entertainment, leisure and gaming ecosystems, as well as experience in the public sector. He is an experienced public company executive officer and board member. He has served in executive management positions across the gaming technology arena. Over the course of Mr. Davey’s career, he oversaw more than ten mergers and acquisitions and over $1.2 billion in debt and equity capital raised to support the companies he has led.
Most recently, Mr. Davey was Chief Executive Officer of SG Digital, the Digital Division of Scientific Games Corp. (“Scientific Games”) (Nasdaq: SGMS). SG Digital was established following the purchase by Scientific Games of NYX Gaming Group Limited (“NYX”) (formerly TSXV: NYX), where Mr. Davey served as Chief Executive Officer and Director. The NYX acquisition provided Scientific Games with a vehicle to significantly accelerate the scale and breadth of its existing digital gaming business, including the strategic expansion into sports betting. In his capacity as Chief Executive Officer of NYX, Mr. Davey developed and implemented a corporate strategy that generated strong revenue growth. Mr. Davey shaped company strategy to focus on digital gaming supplier platforms and content that provided various gaming operators with the underlying gaming and sports betting systems for their online gaming business. In 2014, Mr. Davey oversaw the initial public offering of NYX, and his experience in the digital media, sports, entertainment, leisure and gaming industries helped NYX recognize momentum as a public company. After the public offering, from 2014 to 2018, Mr. Davey oversaw seven acquisitions which helped establish NYX as one of the fastest growing global B2B real-money digital gaming and sports betting platforms. These acquisitions included:
• OpenBet: In 2016, NYX completed the $385 million acquisition of OpenBet. This was one of the more complex and transformative acquisitions that Mr. Davey oversaw at NYX. Through securing co-investments from William Hill (LSE: WMH), Sky Betting & Gaming and The Stars Group (formerly Nasdaq: TSG, TSX: TSGI), Mr. Davey was able to get the acquisition from Vitruvian Partners completed successfully, winning the deal against much larger and well capitalized competitors. By combining two established and proven B2B betting and gaming suppliers, NYX was well positioned to provide customers with exciting player-driven solutions across all major product verticals and distribution channels. This allowed NYX to become the leading B2B omni-channel sportsbook platform in the market and the supplier to over 300 gaming operators globally with an extensive library of desktop and mobile game titles, including more than 700 on NYX platforms and more than 2,000 on the OpenBet platform.
• Cryptologic/Chartwell: In 2015, NYX completed the $119 million acquisition of Cryptologic and Chartwell. The acquisition provided NYX with more than 400 titles of additional leading gaming content, a broader customer base, and direct exposure to PokerStars and Intercasino, part of the Gamesys Group (LSE: GYS) — two of the world’s largest online casino offerings.
• OnGame: In 2014, NYX completed the distressed acquisition of OnGame, a premier poker content, platform and service provider. This acquisition provided NYX with one of the best poker products in the industry, access to several regulated jurisdictions, and a valuable talent pool that was instrumental in the growth of NYX. The addition of OnGame further established a path for NYX to continue its growth in both European and U.S. markets.
These acquisitions, together with meaningful organic growth, increased NYX’s revenue from $24 million in 2014 to $184 million annualized in 2017. During that time, Mr. Davey helped build NYX to have over 200 customers in the global gaming industry and a team of 1,000 employees. Mr. Davey’s success at NYX ultimately led to its sale to Scientific Games for $631 million in 2018.
Mr. Davey joined Next Gen Gaming, the predecessor to NYX, in 2000 as the Vice President of Technology, was appointed as Executive Director in 2003 and named Chief Executive Officer in 2005. Prior to that, he was the Senior Consultant for Access Systems, a company that specializes in the provision of back-end software for licensed online casinos. Prior to joining Access, Mr. Davey worked for the Northern Territory Government specializing in matters pertaining to the internet and e-commerce along with roles in the Department of Racing and Gaming. Mr. Davey received a Bachelor of Electrical & Electronic Engineering from Northern Territory University, Australia (also known as Charles Darwin University).
Robin Chhabra — President
Mr. Chhabra has been at the forefront of corporate acquisition activity within the digital gaming landscape for over a decade. His prior experience includes leading corporate strategy, M&A, and business development at two of the global leaders in the digital gaming industry, The Stars Group (“TSG”) and William Hill, and a leading supplier, Inspired Gaming Group (Nasdaq: INSE). Mr. Chhabra served on the Group Executive Committees of each of these companies. From 2017 to May 2020, Mr. Chhabra served as Chief Corporate Development Officer at TSG and, from 2019 to August 2020, he also served as the Chief Executive Officer of Fox Bet, a leading U.S. online gaming business which is the product of a landmark partnership between TSG and FOX Sports, a transaction which he led. During that period, Mr. Chhabra led several transactions which transformed TSG into the largest publicly listed online gambling operator in the world by both revenue and market capitalization and one of the most diversified from a product and geographic perspective with revenues of over $2.5 billion. Mr. Chhabra’s M&A experience is extensive and covers multiple global geographies across the digital gaming value chain and includes the following:
• TSG/Flutter Entertainment Merger: In 2019, Mr. Chhabra led the TSG M&A team that was responsible for TSG’s $12.2 billion merger with Flutter Entertainment (LSE: FLTR). The merger between TSG and Flutter Entertainment is the largest transaction in the digital gaming industry to date. The combination created the largest publicly listed online gaming company with approximately 13 million active customers and leading product offerings, which include sports betting, online casino, fantasy sports and poker. The combined entity includes some of the world’s most iconic digital gaming brands such as Fanduel, Fox Bet, Sky Bet, PaddyPower, Betfair, PokerStars and SportsBet. TSG/Flutter Entertainment is one of the most geographically diverse digital gaming and media companies with leading positions in the United States, United Kingdom, Australia, Ireland, Italy, Spain, Germany and Georgia.
• TSG/Sky Betting and Gaming (“SBG”): In 2018, Mr. Chhabra led the acquisition of SBG from CVC Capital Partners and Sky plc, Europe’s largest media company, in a transaction valued at $4.7 billion. At the time of the acquisition SBG was the largest mobile gambling operator in the United Kingdom and one of the fastest growing of the major operators having doubled its online market share in three years. The acquisition of SBG provided TSG with (a) greater revenue diversification, significantly enhanced expertise and exposure to sports betting just ahead of the judicial overturn of The Professional and Amateur Sports Protection Act of 1992 (PASPA) by the U.S. Supreme Court, (b) a leading position within the United Kingdom, the world’s largest regulated online gaming market, (c) improved products and technology as a result of the addition of SBG’s innovative casino and sports book offerings and a portfolio of popular mobile apps, and (d) expertise in deeply integrating sports betting with leading sports media companies, positioning TSG to create more engaging content, deliver faster growth and decrease customer acquisition costs.
• William Hill (LSE: WMH): At William Hill, from 2010 to 2017, Mr. Chhabra served as Group Director of Strategy and Corporate Development where he led several transactions which contributed to William Hill’s transformation from a land-based gambling operator in the United Kingdom to a leading online-led international business. Mr. Chhabra led William Hill’s entry into the U.S. sports betting and online lottery markets with the acquisition of four businesses, including the simultaneous acquisitions of three U.S. sportsbooks, Cal Neva, American Wagering and Brandywine Bookmaking, in 2011 for an aggregate purchase price of $55 million. These businesses ultimately led William Hill to achieve a leading position in the U.S. sports betting market with a market share of 24% in 2019. Additionally, Mr. Chhabra played a key role in structuring William Hill’s successful joint venture with PlayTech Plc (LSE: PTEC) in 2008. The combined entity created one of the largest online gambling businesses in Europe at the time of its formation and led to William Hill’s buyout of Playtech’s interest for $637 million in 2013. Prior to the transaction, William Hill had struggled in its attempt to establish a strong online gaming platform and a meaningful presence outside the United Kingdom.
Mr. Chhabra has also successfully completed four transactions worth over $1.2 billion in Australia, the world’s second largest regulated online gambling market, and various partnerships in Asia. Additionally, he completed several technology and media related transactions, including William Hill’s investment in NYX, where he worked with Mr. Davey on NYX’s transformational acquisition of OpenBet.
Prior to working in the gaming sector, Mr. Chhabra was an equities analyst and a management consultant. Mr. Chhabra received a Bachelor of Science in Economics from the London School of Economics and Political Science.
Eric Matejevich — Chief Financial Officer
Mr. Matejevich is a seasoned gaming executive with extensive experience in both the online gaming and traditional casino industries. From February to August 2019, he served as Trustee and Interim-Chief Executive Officer of Ocean Casino Resort (“Ocean”) (formerly Revel Casino, which had a construction cost of $2.4 billion) in Atlantic City, where he successfully led the management team through an ownership change and operational turnaround effort. Over the course of seven months, Mr. Matejevich managed to reduce the property’s weekly cash burn of $1.5 million to an annualized cash flow run rate in excess of $20 million.
Prior to Ocean, from 2016 to 2018, Mr. Matejevich served as the Chief Financial Officer of NYX. At NYX, he focused his efforts on integrating the company’s many acquisitions and multiple debt refinancings to simplify its capital structure and provided liquidity for growth initiatives. Additionally, Mr. Matejevich was instrumental to the executive team that sold NYX to Scientific Games for $631 million.
Prior to NYX, from 2004 to 2014, Mr. Matejevich was the Chief Financial Officer of Resorts International Holdings and later, from 2011, also the Chief Operating Officer of the Atlantic Club Casino, a property under the Resorts International Holdings umbrella — a Colony Capital (NYSE: CLNY) entity. As Chief Financial Officer, he provided managerial oversight for all finance functions for a six-property casino company with annual gaming revenue exceeding $1.3 billion, 10,000 gaming positions, 7,000 hotel rooms and over 11,000 staff members during his tenure. Mr. Matejevich led the transition effort to integrate a four-casino, $1.3 billion acquisition from Harrah’s Entertainment and Caesars Entertainment (Nasdaq: CZR). As Chief Operating Officer of Atlantic Club, he lobbied for and was successful in obtaining the first internet gaming legislation passed in the United States. The Atlantic Club was the sole New Jersey casino proponent of the legislation.
Prior to serving in various gaming positions, Mr. Matejevich was a Vice President of High Yield Research for Merrill Lynch, where he managed the corporate bond research effort for the gaming and leisure sectors and marketed high yield and other debt transactions totaling $4.8 billion. Mr. Matejevich received a Bachelor of Science in Economics from The Wharton School and a Bachelor of Arts in International Relations from The College of Arts and Sciences at the University of Pennsylvania.

Morris Bailey — Chairman
Over the past 10 years, Mr. Bailey has been a leader in turning around Atlantic City, as well as being among the first gaming executives to embrace online gaming and sports betting in the United States. In his efforts, Mr. Bailey partnered with two of the largest digital gaming companies in the world, PokerStars, part of the Stars Group, and DraftKings (Nasdaq: DKNG). In 2010, Mr. Bailey bought Resorts Atlantic City (“Resorts”) and initiated a comprehensive renovation which allowed for the property to be rebranded and repositioned. In 2012, Mr. Bailey signed an agreement with Mohegan Sun to manage the day-to-day operations of the casino. In addition to Mohegan Sun’s operational expertise and ability to reduce costs via economies of scale, Resorts gained access to their robust customer database. Soon thereafter, Mr. Bailey and his team focused on bringing online gaming to the property. In 2015, Resorts established a platform to engage in online gaming by partnering with PokerStars, now part of the $24 billion Flutter Entertainment, PLC (LSE: FLTR), to operate an online poker room in Atlantic City. In 2018, Resorts announced deals with DraftKings and SBTech to open a sportsbook on-property and online. For 2020 year-to-date, Resorts has performed in the top quartile in internet gross gaming revenue in New Jersey. Mr. Bailey’s efforts in New Jersey helped set the framework for expansion of online sports and gaming throughout the United States.
In addition to his gaming interests, Mr. Bailey has over 50 years of experience in all facets of real estate development, asset M&A, capital markets and operations and is the founder, Chief Executive Officer and Principal of JEMB Realty, a leading real estate development, investment and management organization. Mr. Bailey has notable investment experience within the energy, finance and telecommunications sectors through investments in the Astoria Energy Plant, Basis Investment Group and Xentris Wireless.
Tony Rodio — Director Nominee
Mr. Rodio has nearly four decades of experience in the gaming industry. Most recently, Mr. Rodio served as the Chief Executive Officer and director of Caesars Entertainment Corporation (“Caesars”) (Nasdaq: CZR), one of the world’s most diversified casino-entertainment providers and the most geographically diverse U.S. casino-entertainment company, from April 2019 until its acquisition by Eldorado Resorts, Inc. in July 2020. Mr. Rodio led Caesars through its $17.3 billion merger with Eldorado Resorts, one of the largest transactions in the gaming industry to date. Additionally, Mr. Rodio was instrumental to Caesars’ expansion into the digital gaming industry and oversaw the implementation of new digital segments such as its Scientific Games powered retail sportsbook solution that now operates in various states throughout the U.S. From October 2018 to May 2019, Mr. Rodio served as Chief Executive Officer of Affinity Gaming. Prior to Affinity Gaming, he served as President, Chief Executive Officer and a director of Tropicana Entertainment, Inc. (“Tropicana”) for over seven years, where he was responsible for the operation of eight casino properties in seven different jurisdictions. During his time at Tropicana, Mr. Rodio oversaw a period of unprecedented growth at the company, improving overall financial results with net revenue that increased more than 50% driven by both operational improvements and expansion across regional markets. Mr. Rodio led major capital projects, including the complete renovation of Tropicana Atlantic City and Tropicana’s move to land-based operations in Evansville, Indiana. Each of these initiatives, among others, generated substantial value for Tropicana. Ultimately, Mr. Rodio’s efforts at Tropicana led to its sale to Eldorado Resorts in 2018 for $1.85 billion. Prior to Tropicana, Mr. Rodio held a succession of executive positions in Atlantic City for casino brands, including Trump Marina Hotel Casino, Harrah’s Entertainment (predecessor to Caesars), the Atlantic City Hilton Casino Resort and Penn National Gaming. He has also served as a director of several professional and charitable organizations, including Atlantic City Alliance, United Way of Atlantic County, the Casino Associations of New Jersey and Indiana, AtlantiCare Charitable Foundation and the Lloyd D. Levenson Institute of Gaming Hospitality & Tourism. Mr. Rodio brings extensive knowledge of and experience in the gaming industry, operational expertise, and a demonstrated ability to effectively design and implement company strategy. Mr. Rodio received a Bachelor of Science from Rider University and a Master of Business Administration from Monmouth University.
Marlon Goldstein — Director Nominee
Mr. Goldstein is a licensed attorney with nearly 20 years of experience in the gaming space. He joined The Stars Group (Nasdaq: TSG)(TSX: TSGI) in January 2014 as its Executive Vice-President, Chief Legal Officer and Secretary until his retirement from the company in July 2020 following the merger of TSG with Flutter Entertainment, PLC (LSE: FLTR). Mr. Goldstein also previously served as the Executive Vice-President, Corporate Development and General Counsel of TSG. Mr. Goldstein was also the senior TSG executive based in the United States and was one of the primary architects of TSG’s strategic vision for its U.S.-facing business. During his tenure, TSG grew from an approximately $500 million market-cap company to an approximately $7 billion market-cap company through a combination of organic growth and strategic mergers and acquisitions. Mr. Goldstein participated in numerous M&A transactions and capital markets offerings at TSG, including several transformational transactions in the digital gaming industry. Notable transactions in which Mr. Goldstein was involved include:
• TSG/Flutter Merger: In 2019, TSG merged with Flutter for a $12.2 billion transaction value, the largest transaction in the digital gaming industry to date.

• TSG/PokerStars and Full Tilt Poker: In 2014, TSG acquired The Rational Group, which operated PokerStars and Full Tilt and was the world’s largest poker business, for $4.9 billion.
Through his ability to legally structure large and complex transactions, Mr. Goldstein was integral to TSG’s vision of becoming a full-service online gaming company. Additionally, he assisted in structuring TSG’s capital markets activity, which generated liquidity for acquisitions and strengthened its balance sheet.
Prior to joining TSG, Mr. Goldstein was a principal shareholder in the corporate and securities practice at the international law firm of Greenberg Traurig P.A., where he practiced for almost 13 years. Mr. Goldstein’s practice focused on corporate and securities matters, including mergers and acquisitions, securities offerings, and financing transactions. Additionally, Mr. Goldstein was the founder and co-chair of the firm’s Gaming Practice, a multi-disciplinary team of attorneys representing owners, operators and developers of gaming facilities, manufacturers and suppliers of gaming devices, investment banks and lenders in financing transactions, and Indian tribes in the development and financing of gaming facilities.
Mr. Goldstein brings experience and insight that we believe will be valuable to a potential initial business combination target business. Mr. Goldstein received a Bachelor of Business Administration with a concentration in accounting from Emory University and a Juris Doctorate with highest honors from the University of Florida, College of Law.
Sean Ryan — Director Nominee
Mr. Ryan is a digital media and technology operator with extensive global experience in online payments, e-commerce, marketplaces, mobile ad networks, digital games, enterprise collaboration platforms, blockchain, real money gaming and online music. Since 2014, Mr. Ryan has been serving as Vice President of Business Platform Partnerships at Facebook, Inc. (“Facebook”) (Nasdaq: FB), where he leads a more than 500 person global organization that manages the Payments, Commerce, Novi/Blockhain, Workplace and Audience Network businesses. Prior to his current role, Mr. Ryan was hired in 2011 as the Director of Games Partnerships to lead and grow the global Games business at Facebook. While the Director of Games Partnerships, Mr. Ryan focused on re-shaping Facebook’s games and monetization strategies to derive more value for Facebook, its users and its partners, including the addition of a Real Money Gaming offering in regulated markets. Mr. Ryan’s team helped accelerate a major trend in engagement through cross-platform games and therefore the opportunity to increase users through establishing games on multiple platforms. Prior to joining Facebook, Mr. Ryan created the new social and mobile games division at News Corp, an American multinational mass media corporation controlled by Rupert Murdoch. While at News Corp, Mr. Ryan led the acquisition of Making Fun, a San Francisco social-game start-up, that created News Corp’s games publishing division.
Before joining News Corp., Mr. Ryan founded multiple digital businesses such as Twofish, Meez, Open Wager and SingShot Media. Mr. Ryan co-founded Twofish in 2009, a virtual goods and services platform that provided developers with data analytics and insights for individual application’s digital economies. Twofish was later sold to online payments provider Live Gamer, where Mr. Ryan served on the board of directors. From 2005 to 2008, Mr. Ryan founded and led Meez.com, a social entertainment service combining avatars, web games and virtual worlds. The white label social casino gaming company Open Wager was spun out of Meez and was later sold to VGW Holdings, Mr. Ryan also co-founded SingShot Media, an online karaoke community, which was sold to Electronic Arts (Nasdaq: EA) and merged into its Sims division.
We believe Mr. Ryan’s experience will be valuable to a potential initial business combination target and would provide an expanded perspective on the digital gaming landscape. Mr. Ryan received a Bachelor of Arts from Columbia University and a Master of Business Administration from the University of California, Los Angeles.
Tom Roche — Director Nominee
Mr. Roche has more than 40 years of experience in the gaming industry as a regulator, advisor and independent auditor. Mr. Roche joined Ernst & Young (“EY”) as a partner in 2003 and opened its Las Vegas office. He was subsequently appointed as the Office Managing Partner and Global Gaming Industry Market Leader. In 2016, Mr. Roche relocated to the EY Hong Kong office to supervise the expansion of the EY Global Gaming Industry practice in the Asia Pacific region. Mr. Roche has been integral to numerous transactions that have shaped the current gaming landscape, including:
• Wynn Resorts (Nasdaq: WYNN) initial public offering: Mr. Roche was the lead partner on Wynn Resort’s initial public offering, which raised $450 million in 2002.
• Harrah’s Entertainment/Apollo Management Group & Texas Pacific Group: Mr. Roche headed the regulatory advisory services on the buyout of Harrah’s Entertainment, the world’s largest casino company at the time, for $17.1 billion.
• Dubai World/MGM Resorts: Mr. Roche headed the regulatory and due diligence advisory services to Dubai World in its approximately $5.1 billion investment in MGM. Dubai World bought 28.4 million MGM shares, or 9.5 percent of the casino operator, for $2.4 billion. It then invested $2.7 billion to acquire a 50% stake in MGM’s CityCenter Project, a $7.4 billion 76-acre Las Vegas development of hotels, condos and retail outlets.
• MGM Growth Properties (NYSE: MGP) initial public offering: Mr. Roche provided tax and structural transaction services to MGM Resorts in the creation of MGM Growth Properties, a publicly traded REIT engaged in the acquisition, ownership and leasing of large-scale destination entertainment and leisure resorts. MGM Growth Properties raised $1.05 billion in its 2016 initial public offering.
Mr. Roche also directed EY advisory services to boards and management teams for profit improvement and technology related initiatives. In addition, Mr. Roche provided advisory support to the American Gaming Association on several research projects, including those specifically related to sports betting, the revocation of The Professional and Amateur Sports Protection Act of 1992 (PASPA) and anti-money laundering best practices in the gaming industry. Equally, he has assisted government agencies in numerous international locations with enhancing their regulatory approach to governing the industry especially in the online gambling sector.
Prior to joining Ernst & Young, Mr. Roche served as Deloitte’s National Gaming Industry Leader and as the co-head of Andersen’s Gaming Industry Practice in Las Vegas. In 1989, Mr. Roche was appointed by then Governor of the State of Nevada, Robert Miller, to serve as one of three members of the Nevada State Gaming Control Board for a four-year term, where he was directly responsible for the Audit and New Games Lab Divisions. As a board member, he spent a substantial amount of time assisting global jurisdiction regulators enact gaming legislation in the design of their regulatory structure. During his career, Roche has been involved in numerous public and private offerings of equity and debt securities. His background includes providing casino regulatory consulting services to casino licensees and to federal and state agencies including the National Indian Gaming Commission and the Nevada State Gaming Control Board, and industry associations such as the Nevada Resort Association and the American Gaming Association.
We believe Mr. Roche’s highly regarded reputation as a gaming auditor and advisor in the gaming industry will be valuable for us and a potential business combination target. Mr. Roche is a member of the American Institute of Certified Public Accountants and is licensed by the Nevada State Board of Accountancy and Mississippi State Board of Public Accountancy. He received his Bachelor of Science degree in Accounting from the University of Southern California.

The Anthony Davis contract

The Lakers' acquisition of Davis from the New Orleans Pelicans was high risk, high reward.
Here is the price tag:

Brandon Ingram, Lonzo Ball and Josh Hart
The No. 4 pick in the 2019 draft (which was sent to Atlanta, with the Pelicans getting picks No. 8 and No. 17 in return)
Los Angeles' 2021 first-round pick (protected 8-30), which will turn into an unprotected 2022 first if it is not conveyed
The right to swap first-round picks in 2023
Los Angeles' 2024 unprotected first-round pick (which the Pelicans can defer to 2025)

Adding to the risk: Davis could opt to become a 2020 free agent. With potential free agency looming for both Davis (in 2020 or 2021) and James (2021 or 2022), there would be no guarantee that either player would be on the roster for the 2022-23 season. In that case, both the Lakers' roster and their stock of draft picks would be bereft.
But as Lakers general manager Rob Pelinka told ESPN's Dave McMenamin, when James committed to the Lakers in 2018, it was Pelinka's job to put a championship roster around James even if that meant trading away draft picks and young players.
"When a player of LeBron's stature puts his trust in the organization," Pelinka said, "I think there's an implicit bilateral trust going back, saying: 'We're going to do everything we can to put you in a position to win more championships, because that's what you're about.'"
Fortunately for Los Angeles, Davis put together his most complete season, racking up honors along the way: being named first-team All-NBA and first-team All-Defensive, and finishing second in Defensive Player of the Year voting and fifth in MVP voting.
Furthermore, the risk of the Davis trade is now largely canceled out by the ultimate reward: an NBA championship.
Still, Davis is all but certain to opt out of his $28.8 million contract for 2020-21.
The decision would be financially motivated and not an indication that Davis will look elsewhere when free agency begins. There is no reason to believe Davis would spurn the chance to win another championship with the Lakers to sign with a lottery team such as Atlanta, Detroit or New York -- the three teams projected to have cap space for a maximum-salary player such as Davis.
The opportunity Davis would be taking advantage of is getting a raise for next season and establishing security. If the salary cap stays at $109.1 million, he can receive $32.7 million next season rather than the $28.8 million on his current contract.
Beyond that, Davis and his agent, Rich Paul, will make a decision on the length of his next contract. Here are three ways for them to go:

Two-year contract: $32.7 and $35.4 million The contract would provide Davis a player option for 2021-22, allowing him to be a free agent again and sign a long-term contract next offseason. But if the salary cap stays flat for 2021-22 or increases only slightly, Davis might choose to defer the decision for a year (to 2022) in the hopes that the salary cap, and therefore the amount of his next deal, will rise.
Three-year contract: $32.7, $35.4 and $38.0 million This probably makes the most sense for Davis. A player option for 2022-23 would allow Davis to become a free agent in 2022, when he'll have 10 years of service. Meeting the service criterion would allow Davis to sign for 35% of the salary cap (similar to a supermax contract). For example, if NBA revenue returns to expected levels and the salary cap is $120 million for 2022-23, Davis could sign a five-year, $243.6 million contract with the Lakers or a four-year, $180.6 million deal with a team that has cap space. This contract would also align with James' potential free agency in 2022.
Five-year contract: $189.9 million This deal would be comparable to the max contract Klay Thompson signed with the Golden State Warriors last offseason. Davis would secure $189.9 million in guaranteed salary. But in future years, the contract would likely be for less than his potential earning power.

The LeBron James extension

James continues to produce at an MVP level at age 35.
Instead of seeing a deterioration in his overall game 17 seasons in his NBA career, James continues to produce at not just an All-Star level, but an All-NBA and MVP clip.
James also is arguably the most durable star in the league. Since entering the NBA in 2003-04, James has played in 92.5% of regular-season games.
James still has two years left on his contract (at $39.2 and $41.0 million) but is eligible to receive an extension.
Because of the over-38 rule, the Lakers can extend him for only two seasons beyond 2021-22. (This assumes his player option for 2021-22 is removed, keeping him in Los Angeles.) The max salary under current expectations would be $43.0 and $46.5 million.
The extension would start in 2022-23.

The roster outside of LeBron and AD

A year ago, the Lakers could have handed out name tags when training camp started.
Los Angeles had signed, drafted or traded for 10 new players and three more who were returning. Only James and Kyle Kuzma were not part of the transaction game.
Now, heading into the offseason, the focus for Pelinka is on roster maintenance. The Lakers have 11 players under contract and are over the salary cap.
Besides the possible extensions for Davis and James, here is the menu of roster options (and decisions) facing the Lakers:

The player options

Including Davis, the Lakers have four players -- Kentavious Caldwell-Pope ($8.5 million), Avery Bradley ($5.0 million), JaVale McGee ($4.2 million) and Rajon Rondo ($2.7 million) -- with a player option for 2020-21.
One tendency in these situations is for role players to capitalize on the championship by entering free agency in search of a bigger payday. But this year, that appears less likely because there will probably be less spending this offseason.
Here is the available money:

Cap space of $15 million-plus: Four teams
$9.3 million midlevel exception: 20 teams
$3.6 million biannual exception: 15 teams
$5.7 million tax midlevel exception: Five teams

For some teams, such as Houston and Milwaukee, spending more than $5.7 million of their midlevel exception would impose a hard cap. Teams that rely on revenue sharing -- such as Indiana, Memphis and New Orleans -- could also be reluctant to use the full midlevel exception.
Because Caldwell-Pope has been on the Lakers' roster the past three seasons (without changing teams), he has established Bird rights. If he elects to opt out, the Lakers can sign him for up to 30% of the cap and a total of five years. The salary range for him outside of the Lakers would be $8 million to $9 million, similar to his 2020-21 player option.
Rondo and McGee have early Bird rights (allowing them 175% of their salary from the previous season or the average player salary), but the Lakers would have to commit a minimum of two years (not including an option) if they use the exception. The Lakers could sign them (and Avery Bradley) with the non-Bird rights exception and give each player a 120% raise from his 2019-20 salary.
In the case of Rondo, the maximum the Lakers could sign him for is $3 million -- a $300,000 increase from his 2020-21 player option.
In the unlikely scenario that all four players opt out and sign elsewhere, the Lakers would still not have cap space and would have only the $9.3 million midlevel, $3.6 million biannual and minimum exceptions to replace them.

Their own free agents

The Lakers' four free agents -- Markieff Morris, Jared Dudley, Dwight Howard and Dion Waiters -- signed one-year contracts and have non-Bird rights. The Lakers can sign each player to a maximum of $3 million without dipping into their midlevel or biannual exceptions.
JR Smith was signed as a substitute player, and the Lakers are allowed to sign him to the $2.7 million minimum exception.

The exceptions

The Lakers will have three roster spots (or four, if Quinn Cook is waived) open to use for their $9.3 million midlevel and $3.6 million biannual exceptions.
Using both exceptions and waiving Cook would put Los Angeles right at the projected $132.7 million luxury tax line.
Beyond Morris and Howard, here are some available names to keep an eye on:

Point guard: Jeff Teague, D.J. Augustin, Matthew Dellavedova, Reggie Jackson and Michael Carter-Williams. Note that Goran Dragic will receive more than the midlevel exception in free agency, assuming good health.
Shooting guard: Langston Galloway, E'Twaun Moore, Alec Burks, Kent Bazemore, Jordan Clarkson, Justin Holiday and Pat Connaughton.
Forward: Maurice Harkless, Torrey Craig, Derrick Jones Jr., Jae Crowder, JaMychal Green and Carmelo Anthony.
Center: Derrick Favors, Christian Wood, Mason Plumlee, Nerlens Noel and Aron Baynes.

The 2021 offseason

Next year, the Lakers could have nine free agents without having all that much flexibility.
If the roster remains intact, the Lakers might head into next offseason with only James, Davis and their 2020 first-round pick on the roster. Kuzma will be a restricted free agent.
Even with only three players under contract, the maximum money they'll have to spend if the cap stays flat at $109.1 million is $17.5 million. That number would include renouncing the free-agent hold of Kuzma.

Offseason cap breakdown

As a result of the Davis $34.5 million free-agent hold (or his salary if he does not opt out), the Lakers will operate over the salary cap.
The Lakers will still be over the cap if Caldwell-Pope, Rondo, Bradley and McGee opt out of their contracts and sign with other teams.

Dates to watch

The Davis option date will be amended to reflect the revised start to the 2020-21 basketball calendar.
Caldwell-Pope, Bradley, Rondo and McGee have until the day prior to the start of free-agent negotiations to exercise their option for the 2020-21 season.
Quinn Cook has $1 million guaranteed of his $3 million contract with the balance becoming fully protected if he is not waived prior to the start of free agency. Cook averaged 11.5 minutes during the regular season.

Restrictions

The five Lakers with a player option -- Davis, Caldwell-Pope, Rondo, Bradley and McGee -- cannot be traded until they opt in to their contracts.
James has a 15% trade bonus in his contract. In the highly unlikely scenario that James is traded, the bonus would be voided because it exceeds the maximum salary allowed in one season.
Caldwell-Pope has a 15% trade bonus that is valued at $1.3 million.
Because of the Davis trade with the Pelicans, the Lakers cannot trade a first until 2027. They are allowed to trade the draft rights of their 2020 first-round pick after the draft.

Extension candidates

Kuzma is extension eligible up until the last day before the season starts.

The decision on a Kuzma extension comes down to three factors:

What is the value of preserving cap flexibility in 2021?
Do the Lakers view him as part of the future?
What is the value of Kuzma on the trade market?

If he is not extended, the forward will carry a $10.7 million free-agent cap hold in 2021. An extension for Kuzma decreases the Lakers' cap space next offseason. It also likely takes a potential trade of Kuzma off the table because of the poison pill restriction that would be in his contract.
Related note: Since 2016, only four players -- Larry Nance Jr., Justise Winslow, T.J. Warren and Taurean Prince -- have signed a rookie extension with a starting salary of $13 million or less, which is the category in which Kuzma would likely belong.

The draft assets

As covered above, the Lakers sent a bounty of draft assets to New Orleans in the Davis trade. They do have their own first-round pick in November and will likely retain their first in 2021.

The Bucks' expected offer to Giannis

First, a logistical note: Although the Bucks have been targeting Oct. 18 to potentially reach an agreement on an extension with Antetokounmpo, that date is almost certain to be pushed back once the NBA sets the new calendar for the 2020-21 season. That goes likewise for the Nov. 30 deadline for an offseason deal (one day before the tentative Dec. 1 start date); we should expect that deadline to be moved.

EDITOR'S PICKS

Because Antetokounmpo qualified for the supermax by making multiple All-NBA teams (and winning MVP), Milwaukee will be able to -- and assuredly will -- offer him a five-year contract at the start of free agency, with a salary starting at 35% of the 2021-22 cap. By then, the cap for the next two seasons should be set, so the Bucks and Antetokounmpo will know the actual value of the offer.
Here's the financial breakdown of the offer the Bucks can make this offseason versus the offers other teams can make next season (2021), based on the initial cap projection of $109.1 million. Any team other than the Bucks would be limited to offering Antetokounmpo a four-year deal for a smaller percentage of the cap.

Milwaukee will have multiple advantages over other teams, including:

The Bucks are the only team that can offer a starting salary of 35% of the cap for five years. Under a $109.1 million cap, Milwaukee could offer $81 million more in guaranteed money, though a new team could close some of that gap by re-signing Antetokounmpo to another max deal in 2025-26.
Given the years of service rules, the next time Antetokounmpo could sign a contract for 35% of the cap with a team other than Milwaukee would be in the summer of 2023, when he'll be a 10-year veteran.

To bypass this problem, Antetokounmpo could sign a three-year contract with a player option in the third season. By 2023-24, Antetokounmpo will have reached 10 years of service (making him again eligible for 35% of the cap). Perhaps more importantly, the cap should see a significant increase from $109.1 million.
In 2023, Antetokounmpo could sign a four-year, $196 million contract (if the cap is $125 million). The six-year commitment on two separate contracts would total $263 million -- comparable to the $220 million supermax with Milwaukee but with one more year.
There is always the risk of injury for a player to consider, but as we saw with Kevin Durant last summer, franchise players have a market even with an injury.

Roster, finances and management

There are four questions Antetokounmpo will need to analyze before he makes a commitment for the next five years or decides that he would like to go elsewhere via trade or free agency.
1. Does he have confidence in general manager Jon Horst and the Bucks' front office when it comes to the roster?
The NBA Executive of the Year in 2019, Horst has been aggressive in his three years. He traded multiple first-round picks to acquire Eric Bledsoe and George Hill, acquired a first from the Indiana Pacers in the Malcolm Brogdon sign-and-trade deal and signed Brook Lopez to a one-year, $3.4 million contract in 2018. Horst also signed Wesley Matthews, Kyle Korver and Marvin Williams to value contracts.
If Antetokounmpo agrees to the deal, the Bucks' front office will need to be creative when building the back end of the roster for 2021-22. The Bucks have their core players on long-term contracts, along with former first-round pick Donte DiVincenzo and two additional first-rounders on the way this year and next year. To fill out the rotation, Milwaukee will have to resort to the same type of low-cost signings that it pursued in 2019 with Robin Lopez, Korver and Matthews.
In terms of how much Antetokounmpo can believe in the Bucks' track record, how does this compare to the somewhat similar Anthony Davis situation of the past couple of years? The Bucks have won 75% of their regular-season games and have a roster built for sustainable success -- even without a 2020 championship. That wasn't the case for the New Orleans Pelicans when Davis requested a trade before the team could make its supermax offer one year before his free agency.

There also is the trade route, but that's easier said than done: Middleton still has $147 million left on his contract, Brook Lopez has $40 million, and Bledsoe has $39 million.
3. What is the commitment from ownership?
When Milwaukee decided to let Brogdon go in free agency last offseason, co-owner Marc Lasry said that there was going to be a balancing act of building a championship roster while considering the impact on team finances.
"I think our stance is pretty similar," Lasry told reporters. "I don't think we have an issue of being in the luxury tax. I think part of it is we know we're going to be there. We're definitely going to be there in a couple of years, so that's not the question. The question ends up being: Was re-signing Malcolm an imperative? I think re-signing Malcolm was a luxury. And our view was that Malcolm is a phenomenal player, but for that amount of money, we thought we could have those dollars better spent elsewhere. And we'll find out."
Lasry's stance will be tested in upcoming seasons. The Bucks will be right at the luxury tax for 2020-21 if the line holds at $132.7 million, though there's some flexibility with the $7.0 million non-guaranteed contract of Ilyasova. (Ilyasova's deal becomes guaranteed if he is not waived by 5 p.m. ET Oct. 18). That will be true even if Antetokounmpo passes on the offer because he is under contract for next season.
4. Is Mike Budenholzer the right coach for this roster?
This is a question -- with an eventual answer -- on which Antetokounmpo, ownership and the GM will need to be aligned. The Bucks cannot prioritize Budenholzer's status over Antetokounmpo's future. They will need to know Antetokounmpo's thoughts before any decisions are made on the coach, even with Budenholzer's success in Milwaukee. By the same token, if Antetokounmpo wants Budenholzer to stay, the Bucks must weigh that heavily as well.

How Giannis can delay his decision

When it comes to the financials, teams are projecting a $109.1 million salary cap and a $132.7 million luxury tax not only for 2020-21 but also for 2021-22.
The cap is important here because the Bucks' supermax offer to Antetokounmpo will be based on a percentage of the 2021-22 salary cap -- the first year of his new deal.
With the NBA projected to lose at least $1 billion in revenue because of the pandemic and the preseason conflict with China, the league and the union are expected to ditch the basketball-related income (BRI) formula for at least a couple of seasons and collectively bargain new cap and luxury tax numbers for 2020-21 and 2021-22. That would be intended to provide stability for teams as they plan their rosters moving forward.
Because of the substantial decline in revenue, the league would set a salary cap that is the same as in the 2019-20 season. The hope would be that revenues would justify an increase in the salary cap for the 2022-23 season.
The timing of all of this is important because Antetokounmpo could, for instance, take the route we saw with Durant at the Golden State Warriors and sign a one-year contract (plus a second-year player option) in the 2021 offseason. He could then become a free agent in 2022, in the case of a salary-cap spike, or wait another year.

Offseason cap breakdown

Including the $7.0 million non-guaranteed contract for Ilyasova, Milwaukee has $129 million in committed salary, $3 million below the projected tax threshold.
The Bucks will have the $9.3 million midlevel and $3.6 million biannual exceptions available. However, using both would put them in the luxury tax and trigger the hard cap. The hard cap is projected to be $138.9 million.

Depth chart

Milwaukee has until Oct. 18 to make a decision on the $7 million Ilyasova contract. Waiving the forward would give the Bucks flexibility toward the luxury tax but would leave only the $9.3 million midlevel or minimum exception with which to replace him. Ilyasova saw his 15.7 minutes per game during the regular season sliced in half in the playoffs.
Has Matthews done enough this season to earn more than the minimum contract? He averaged a career-low 7.4 points and 24.4 minutes per game but ranked second among all shooting guards in defensive real plus-minus. The $2.7 million player option for next season has to be exercised by Oct. 14. If Matthews becomes a free agent, Milwaukee can sign him to a contract up to $3.0 million, using the $3.6 million biannual exception or part of the $9.3 million midlevel.
Robin Lopez has an Oct. 14 decision with regard to his $5.0 million player option. In a backup role, Lopez averaged 14.5 minutes during the regular season, but he played far less in the postseason. He would not see a salary greater than $5.0 million if he were to become a free agent.
The Bucks have until Oct. 17 to extend Sterling Brown a one-year, $2.0 million qualifying offer.

Restrictions

The Bucks are allowed to trade the 2020 first from Indiana but are restricted in future years from trading their own first. Starting with the 2020-21 basketball calendar, the Bucks will have to wait at least two years until their obligation to the Cleveland Cavaliers is met. The Cavs have Milwaukee's 2022 first that is protected for the top 10. The pick has additional protection in 2023 and 2024 if not conveyed.
The Ilyasova contract counts as zero in outgoing salary. It will increase to $7 million once the Bucks guarantee it on Oct. 18.
Matthews and Robin Lopez cannot be traded until they opt in to their contracts.

Extension candidates

Besides Antetokounmpo, Milwaukee has two players who are extension eligible: Ilyasova and Wilson. Neither player is expected to receive a new deal.

The draft assets

The Bucks traded their 2020 first-round pick to the Phoenix Suns as part of the Bledsoe deal. The Suns traded that pick to the Boston Celtics the night of the 2019 draft.
From the Brogdon sign-and-trade deal, Milwaukee has the Pacers' first in 2020.

non-official death toll

A YouTuber contacted a Telegram account WarFront which posts the names and photos of deceased soldiers. The YouTuber says it's possible because there are volunteers/soldiers in the front lines who check the identities of the dead soldiers by looking for an ID, which the soldiers usually carry on them.
Sometimes the volunteers will scan the social media, find parents of a dead soldier who are looking for their son, and inform them about the loss.
The outlet claims that the 600 death toll that the Armenian side has identified (at the time of the conversation) is lower than the actual number, which is believed to be 1,000-1,200 (as of right now 970 are officially reported by the Armenian side).
The outlet says the Azeri deaths are between 7000-9000 (the Azeri govt doesn't disclose any data at all).
The channel has already published the names and photos of 5,000 dead soldiers, according to the YouTuber.
"Textbooks say the attackers usually sustain 3x the losses, but these numbers indicate 7x. Why is it so high? There are two unofficial theories circulating around:
Theory 1) Aliyev drafts a disproportionately high % of ethnic minorities, who often aren't loyal to him, as cannon fodder. An ethnic Talysh MMA fighter recently wore an Armenian flag before a fight.
WarFront has identified, based on the names of dead Azeri soldiers, that they are disproportionately from parts of Azerbaijan that are heavily populated by ethnic minorities.
Theory 2) There are reports of soldiers being given syringes with numbing substances so they won't be afraid to march while the bullets fly. That's not unheard of. The Japanese gave it to kamikazes in WW2. WarFront has confirmed several instances of discovering syringes under the possession of dead Azeri soldiers.

The north was shelled in the morning, followed by military action, but it wasn't as heavy as in the south.
Between the Hadrut-Martuni area, including near Avetaranots village forests, Azeri infiltrator groups were detected. The location and neutralization continues. As a rule of thumb, these infiltrators do not engage and quickly retreat after facing resistance.

When it comes to reopening the economy, we must not be the fastest, the smartest and the best to protect our people and so that our reopening of the economy happens in a shorter duration...How we do this must be data-driven, well thought out, well planned, and has to happen in phases. That is how we continue to pass the test. You passed the test, we don’t want to fail it on the backend. But it is also how we do it right, how we come out of it strong, and that we only deal with this for months and not longer. So we will always talk about where we are on the guidelines (more specific numbers coming on Thursday) but let’s just be committed to not being the first, but being the absolute best….and I know we can, and I know we will.
Calls we have received about the additional $600 and when people might receive it. -- There are two reasons. There are two reasons why someone may not have received the $600 payment yet. First off we are a month behind so we are a little delayed. Secondly, the $600 is made after the first UI payment, these normally take 1-2 days after the first payment. Do not refile if you have already filed. It slows it all down.
Are there potentially long-term effects of this virus and can you talk about those? Question for Dr Stack -- We don’t know. This is obviously difficult on people's lungs and the concern if there has been damage there, and it’s been affecting people's kidneys, and people have needed kidney support because of the illness so the answer is we don’t know but obviously that's a concern

Ok everybody it’s 5’oclock, The time we come together everyday, to make sure we have the physical, mental, emotional strength to defeat the coronavirus. The challenge of our times but you are up to it. And while today we have substantial loss, there are far too many that have been taken from us. We are flattening this curve, we are winning this fight but the challenge of our times is not supposed to be easy so let’s be sure as we move into the future, let's be smart, we don't have to do it first but we have to do it the best.
We will get through this, and we will get through this together. (Andy signs in ASL) Say it with me: We are going to get through this together.
We will get through this, because we talk about the 10 steps. Talking about them everyday helps it become muscle memory. Just as an example, that “COVID ACT NOW” graph, while I believe we have beaten that model, showed a difference of 11,000 people. You have risen to the challenge. There is a light at the end of the tunnel. It should be encouraged but we have to take one step after another to gradually get there. Health at home helps us get there faster. If we stop being healthy at home tomorrow, we will be at this a lot longer.
10 Steps to fight COVID-19
No. 1 Healthy at home. Number one directive. We need to be healthy at home. This is how we protect each other as an American, a neighbor, this is how we save lives. You staying home is a heroic gesture. 99.99% of Kentuckians are doing your duty, and thank you.
No. 2 Avoid crowds and gatherings. Again, no exceptions and you all have been phenomenal about it.
No. 3 Social Distancing, don't make this an excuse to go to places where people are congregating. We have been able and committed to doing the right thing.
No. 4 Know when to seek care. - If you are healthy but nervous then call the coronavirus hotline (800-722-5725), if you are sick but wouldn’t have otherwise sought care then call your primary care physician, but if you are truly sick or injured go to a healthcare facility.
No. 5 The place to go for information is our website: http://kycovid19.ky.gov/ it’s updated every day, don’t fall to those rumours on social media.
No. 6 Wash hands for 20 seconds(no cheating) with soap and water, sanitize surfaces. Use that 1:100 bleach solution. Do it more, we are approaching the peak of this virus.
No. 7 Apply for benefits. Our frontline workers, medical professionals, who are putting their lives on the line, it helps them if you apply for Medicaid https://healthbenefitexchange.ky.gov (855-459-6328) (for reimbursements, etc.)
No. 8 Prioritize your mental health. We are a month plus into this. We have to be strong. We are being asked to face months vs years. Especially when other states are making decisions that are reckless, that I believe will cause a spike, will prolong this coronavirus in their state. We CANNOT travel and let other people’s poor decisions affect us
No. 9 Do Not Travel to other states or counties. Stay at home as much as possible. Do not give other people a reason to travel, so don’t invite someone from out of state.

Let’s make sure we are doing everything we can to not have days like today.
I want to remember a specific person from today’s deaths. John Doug Woods a couple days ago I talked about the loss of Freda Woods, a wife, a mother, and a grandmother in Hopkins County. They were both taken in two days. I cannot imagine their pain. We learned on Sunday they would have celebrated 64 years of marriage this summer. He was also a veteran with the US Air Force. “It’s just too much too soon” one granddaughter wrote “You will forever be my favorite veteran”. For Doug and for Freda, for their family, and for all the Kentucky families that are hurting today our hearts go out to you and we will light our houses green. For you and for everyone else, as long as it takes to get through this.
Today we did a ceremony after we lost 154 Kentuckians and now we are up to 171. Video is shown (<- YouTube link) of bells ringing in the Capital building of Governor Andy Beshear, and a Kentucky State Police officer conducting a ceremony of placing a wreath at the feet of Abraham Lincoln’s statue, located in the center of the main foyer.
And just like those who have to grieve in different ways for lost loved ones, that was done in an empty rotunda. I hope it is meaningful and shows those who have lost anyone that we care about them. A loss to any Kentuckian is a loss to all of us.

As we move into the rest, we always learn a little sign language. (Virginia teaches us “Green for compassion.”)
There are a number of sources out there trying to track data in different ways. One of those shows cases by week in KY. First, this is just a rate, as we test more we will have more cases but what’s the percentage we are looking at. Is the virus on the decline or not? This gives us another way to look at it. Here I think you can see a little bit of the plateau. Nothing is absolutely flat but look at Louisiana (It’s faint but you can make it out on the graph), they had more of a spike, they got hit hard, what you are seeing there is their rate going down. Even with our record number of cases two days ago if you look at the last 2 days we feel good that we have flattened the curve. That’s your work. Even with the 17 we lost today, it could have been worse. This thing can spike, but let’s not let that happen.

What St. Louis teaches us, we know we are right on top of that (plateauing). So if you think of that and where we are, the challenge we have is when we reopen our economy, we don’t have that second spike. It’s for a couple of reasons but not only did they lose more lives in the second spike but they had to shut down their economy longer. If we can take that first wave and be smart, that first wave should go straight down and we would ride this out. And so, making sure we have done this right and not having the second spike means the light at the end of the tunnel is closer. So just looking at this, we have to know that we are ready and plan. When it comes to reopening the economy, we must not be the fastest, the smartest and the best to protect our people and so that our reopening of the economy happens in a shorter duration.

With that, thinking on how we need to do it right, let's look at those benchmarks.
Benchmarks for reopening

Number and rate of new cases - 14 days of the numbers decrease. This is also the White House’s guidance. Everybody agrees this is what we should be doing. I will tell you we will not know it the day it starts. We need to rely on data. So remember, this is important. We will be able to make some small steps before the 14 days of decrease. A lot of those steps will start in our healthcare industry. It’s a controlled environment we can learn from.

2. Increased testing capacity and contact tracing - Tomorrow we will talk about increased capacity and how we will use it. Where we are now is a heck of a lot further than we were a week or two weeks ago. We have 4 drive-up sites open. As of 4:30pm: Paducah had 138, Pikeville had 118, Madisonville had 226, and Somerset had 201 tests run. So if you look at that amount of testing, 700+, that's very positive. We have 2 other places testing as well. So, Calloway County is testing at Murray Calloway County Hospital and have started an onsite drive-up testing today. They are testing Monday-Friday. We have provided them Gravity Diagnostics kits and our partnership with UPS to ship them. If you are in the area call Murray Calloway County Hospital to be screened for testing at 270-752-0704. Another drive-up testing site The Kentucky Department of Public health has partnered with the Christian County Health Department to provide testing for up to 70 people a day at Tie Breaker Park in Hopkinsville. Individuals that want to be tested will be screened at the park prior to testing.
3. Personal Protective Equipment availability - We have made some here in the state and shown significant progress on this (As of April 14th) (As of April 21st) (Please see image for PPE on hand, he went way too fast to type it all up).
4. Ability to protect at risk populations - This is a tough one everyday.
Long Term Care Facilities: 46 new residents and 12 new staff positive from yesterday, and 13 more deaths. 454 residents, 196 staff, 72 deaths
5. Ability to social distance and follow CDC guidelines on large gatherings - Just because we want to see that decline doesn’t mean we shouldn't be preparing now. We want to be sure once we hit that mark, we’re ready, and that when we are ready to do something we are ready to do it. Our businesses are with us. They want to gradually phase in and do it the right way to protect their clients and their business. What we have asked is for them to submit plans directly to us on how they can commit to the CDC guidelines and social distancing. Our old normal is not the new normal and we need to plan accordingly. We have a team here that will be reviewing those plans. They can be submitted to a website (https://HealthyAtWork.Ky.gov) we are working on and an email ([[email protected]](mailto:[email protected])). Things for them to consider: How will you socially distance, what will it look like? Telework should continue for everyone who can telework. Temperature checks, how you handle symptomatic employees, testing and contact tracing, sanitation, closing of common areas, limitations of travel, phased return, and accommodations for those at high risk.
Chief of Staff La Tasha Buckner takes over
The governor got some of the key points I was wanting to talk about. This is going to be a dialog with your businesses, trade groups, etc. We will be meeting this week (virtually) to talk to your local county judge executives. We want a back and forth, we want to come up with a plan that is workable. He’s (Andy) hit the big stuff we are wanting to look out. We want to know you have something in mind for those vulnerable populations, such as those with chronic diseases, elderly, or immunocompromised. How are you going to report your positives, do you have sick leave for positive employees. It’s probably going to be super important to have masks for employees and having masks for customers as well. It will be phased in approach. We want to make sure where you can, you are still teleworking, limiting travel, and less face to face meetings. We’re all going to be working on this to make sure it’s the best way, not the quickest way,
Governor Beshear takes over:
Doing this right isn’t just about safety, though that is our number 1 concern, it’s also the right thing for the economy. Avoiding a second spike will restore our economy faster. A second spike will cause significant damage to any business or industry if there is a widespread outbreak.
6. Preparedness for possible future spikes - Something we will be working with our health care community on
7. Status of a vaccine and treatment - That of course will be the game changer.

QUESTIONS

Question about new at-home tests approved by FDA -- Dr. Stack. I think home testing might have a place at some future point in time. We will have to see how that unfolds. So my question would be, has someone sought appropriate medical advice to know how to determine if the test is clinically useful and did they have the necessary medical advice to make use of the results. So, I wouldn’t get the tet without having a clinician guiding you and giving you the info.

How concerned are you about seeing a second spike and what effect would that have on plans to reopen? --- As we increase testing capacity, especially when we are testing asymptomatic people, We would expect to see the new positives. At that point we will be looking more at the rate of cases not overall count. So, the increase of testing capacity is a good thing, everyday we increase it the closer we are to doing even more in our economy. Speed of the tests is also a huge factor.
Another state’s Public Health director commented on the specific classification of COVID-19 deaths stating the labeling is very simplistic meaning if you test positive other causes of death are ruled out. Is that true for Kentucky as well? -- Almost everybody that has died, that we have attributed COVID-19 as a cause has had comorbidities. That’s not everybody but that’s most. At the very least this virus has hastened that condition to accelerate and cause that death. People might think that’s simplistic but I think it’s the right thing to do.
With UK’s announced furlows today, what is the state looking at doing? -- We will have some announcements very soon on that. Coronavirus has impacted budgets of not just private businesses but all public entities. The easiest example, if you push tax day back to July 15th you’re going to lose a large amount of revenue. Every state, county, and city will tell you that without federal aid we will need to take drastic action that will further hurt our economy. From the federal government we need their assistance to business, to individuals, state, counties, municipalities and we need a very significant infrastructure bill that can directly help with this economy. While we received a significant amount through the CARES ACT, we can only use it in specific ways (which are doing), we need that money, and I appreciate that money. But there has to be another step
Are the states (like status) for veteran nursing homes included in the daily update? -- They would be included, but so far we have no cases of the coronavirus in those facilities
Where are we overall on where we want to get in testing capacity? -- So if we do this right, let's say next week and we have 12,000 new tests and we have another 4,000 from our drive-in testing facilities, and we’re working on top of that we would be about a 5th of the testing we would want to be able to do on any given day. I hate to say, it’s where we are in the journey, we have a long way to go. But our testing capacity has increased dramatically. But our benchmarks aren’t exclusive. We don’t have to hit all 7 at the same time, for us to be able to take certain steps to reopen the economy. Dr Stack takes over: people already tease me that I say it in an incomparable way and then you break it down into ways that make sense. We do tests that we check in your nose, your throat, saliva, it will change, to see if you have the disease, and then we have these antibody tests to see if you’ve been infected. But today, with what we have available. It’s a ⅓ or ¼ of where we need to be. So we need to ramp it up quickly. Remember all the hospitals said we don’t have the capacity originally which we do now and we still have resource difficulties to deploy it. So now we have to fix the resources and test everyone if we can, which is a 180 degree turn, which is just the nature of an ever evolving situation.
Governor Beshear takes over:
In the places we are testing we need to make sure that we have as many sign ups as we can. We need people to sign up. So at this point, if you are interested in a test, and are in those regions, sign up. We’d prefer if you’ve been exposed, and have great concerns and are symptomatic, but ultimately we want to utilize that testing capacity.
With the announcement on Tennessee opening up for business is there a concern for the counties that border Tennessee? -- We’re gonna be talking to all of our county leaders, but if you look at our map in KY where we’ve been hit, there are a lot of Western KY that have been hit really really hard that border Tennessee, and if the argument is those two counties on the border between the gray and the red don’t have as many cases then no, they have them. It’s just a matter of testing, or the reports are coming out from other places. And remember, look right over the border, right? This is a problem. It’s not about being the very first to do something, it’s about being the best and doing it the right way that ultimately protects our people. If you do something too fast and have a spike, your economy is going to be hit hard and will be dealing with it a lot longer. We are committed to opening our economy in a safe and effective way that is positive for our people and our business.

What's the rational timeline for HS sports to return with or without fans? -- Without fans, the fall may be possible. We have to look at where we’re going and what we have seen and also what time things would start.
With other reopening are you concerned about travel? -- Yes I am. Our travel ban and the requirements about the people that come into the state are going to stay in effect, with of course the exceptions that were there.
The Senate just passed a deal with the Paycheck Protection Program, (inaudible) What are your thoughts on that? -- So, the Senate and I think all of congress will pass a multi billion 300+ billion dollars, haven’t seen the newest number, stimulus package for small business, hospitals, it’s needed, we need more but every step they take, I appreciate. I’m not going to be picky on what has passed, but we will go back and continue to push, to save lives but I believe to rebuild our economy, not over years but hopefully over a much shorter time.
Indiana, and having elective surgeries reopen, is that’s something that will happen in KY also? -- We are directly talking to our hospital systems about a phased approach. I hope we can have an announcement about the very first phase soon, and we’re talking to them directly about the amount of PPE needed and there even being a difference between outpatient and inpatient services. I believe we are making very steady progress in our planning.
You’ve been very critical of Tennessee for its reaction to the outbreak, but how do you explain Tennessee having fewer COVID deaths (157 vs 171) -- We do have more deaths that we have reported than Tennessee. When it comes to deaths, I’m not in a competition with anyone. Everyone across the country is a tragedy and unfortunately here in KY, we have some health conditions that make us especially vulnerable. That’s why we have taken those strong steps. This virus doesn’t care about a county line or a state line. I’m not trying to be critical about their decisions, but I think it’s important to look at the guidelines from the White House, and it would seem the appropriate thing to do. But everyone makes their own decisions.

I’m just trying to make the right decisions here in KY. I believe we’re on the right path and that we’ve been committed. 17 folks today is very, very hard. So again let’s light up our homes, ring the bells, and let’s be more committed today than ever before.
